How these two meet
Leo and Libra: one body, catalogued as two stars, because nobody ever watched it move.
There is a version of Leo that Libra meets at dinner and a version Libra meets at two in the morning, and Libra has never once put them next to each other out loud.
Leo does not experience those as two. Leo experiences the dinner version as the working one and the two in the morning version as the true one, and has never considered that the working version is also true, and is the only one most people will ever be given.
Libra has the same arrangement running in the other direction and has organised an entire life around not mentioning it: the version everybody deals with, and the version that has opinions.
For centuries Venus was catalogued as two separate stars. Phosphorus in the morning and Hesperus in the evening, because it never stands more than 47.3 degrees from the Sun and nobody ever saw it cross from one side to the other. Two names, one body, and the reason for the mistake was that the transition is never visible.
Between a fixed sign and a cardinal one there is no mutable modality here, and mutable is the one that moves between positions where people can see it happening. Neither of you does that. You both arrive already being one of the two.
Is either of you actually going to say it?
For Leo, the work is letting the two in the morning version be seen by one person who is not Libra.
For Libra, the work is having the opinion at the table, at the time, in front of whoever happens to be there.
And a third: neither of you is hiding anything. You are simply never caught in transit, and that is not the same thing as being known.
One body was mistaken for two stars for centuries because nobody ever watched it move, so which of you has been catalogued twice by the other one, and how long ago was the entry made?
60 degrees apart
Sixty degrees apart, two signs along, and one of the five classical aspects. Signs at this distance always share a polarity, active with active or receptive with receptive, so their elements are the pair that gets on: fire with air, or earth with water. What they never share is modality. The agreement is about temperature and the argument is about pace.
The two rulers
One of these signs answers to the Sun and the other to Venus, and Venus is tethered to it. Across two thousand years of ephemeris it never stands more than 47.3 degrees away. That single fact is the whole reason Venus is the morning star and the evening star and has never once been anything else: it can lead the Sun up or trail it down, but it cannot leave. It is the brightest thing in the sky after those two, and you only ever get it for a few hours either side.

A sign is still a general lens: it says nothing about where your Moon or your Venus actually fell. A synastry report reads your two real birth charts against each other, with the aspects that are genuinely there.
