How these two meet
Capricorn and Aquarius: the same Saturn, one building the structure and one questioning it.
It is a Tuesday and the standing order goes out, as it has on the same date for six years. Capricorn does not look at it. Aquarius has been looking at it for a month and finally says: do we still want to be doing this.
Nobody raises their voice, because you share Saturn and neither of you does. What happens instead is that Capricorn goes very still, because to earth an undertaking is honoured because it was undertaken, and the question itself is the ground moving.
Aquarius is not attacking the payment. Aquarius is doing the other thing Saturn does: an obligation is worth meeting only while the reasoning survives inspection. Same planet, opposite job.
So it stays on the table, unresolved and entirely reasonable, and goes out again next month. You are both disciplined enough to keep this running for years without ever settling it.

For Aquarius, the work is committing to one thing without reserving the right to reopen it. A structure permanently under review is not a structure, and someone has been holding it up alone while you thought.

30 degrees apart
Thirty degrees apart, side by side on the wheel, and not a classical aspect at all. The five Ptolemy kept are the conjunction, the sextile, the square, the trine and the opposition, and the semi-sextile is not among them. Neighbouring signs share nothing: not the element, not the modality, not the polarity. That is the geometry underneath a friction that can go years without a name. There is no angle here to have the argument about.
The two rulers
One body for both signs, and it is the last one in the scheme: counting outward from the Sun in Leo and the Moon in Cancer, Saturn is the fifth and final step, Capricorn on the solar side and Aquarius on the lunar. It is last because it was the end of what anybody could see. Until 1781 Saturn was the outer wall of the known solar system. It takes 29.43 years to go round the twelve signs, about the length of a first adult stretch of a life, and it is retrograde 36.4 per cent of the time.
