How these two meet
Uranus keeps its distance so it can see the shape of the thing. Neptune closes the distance until there is no edge left to see from.
Neither of you is tribal. You both extend concern past the people you know, and each of you clocked it in the other within an hour, before either had said anything that would have given it away.
Caring about everyone costs Aquarius nothing. Pisces pays for it one person at a time.
So the concern is shared and the bill is not. Aquarius stays functional through a disaster on the news; Pisces is unavailable for the rest of the evening.
Aquarius watches that and reads inefficiency. Pisces watches the clear thinking about a person in pain and reads cold.
One of you built a distance in order to keep caring at all. The other never had one to build, and has never once been thanked for the difference.
For Aquarius, the work is one instance of care with the distance closed. Sit in it rather than solve it from a step back. It will feel useless.
For Pisces, the work is one boundary chosen in advance, before the flooding, rather than discovered afterwards.
And for both: name out loud which of you is absorbing a given thing. Most of the resentment here is about an invoice nobody itemised.
